They said its already fixed, but it's not.
After I was digging for more than an hour on old bug fixes, nothing helped. My friend Glenn Jones. my savior found the simple solution, uninstall the unity Android tools and install it again.
What was missing is a folder in the SDK folder:
so now all is good. thanks, Glenn :D
